I am living in the United Kingdom for the next year, and am not planning on buying a TV, but wanted to use a Slingbox installed at my house in the United States to watch tv here on my computer.
The television would be from the US, not the UK, so I am wondering whether or not I would need a TV License or not.

The licensing website says if the video is streamed at the same time its played live on a television, then you need a license. The only difference is, this stream is from the United States, so does anyone know if I would need one?

I think as long as its for personal, private use, its okay.

The answer is definitely not. There is no subscription fee for the slingbox. You just buy the device and set it up.
