i'm planning on getting a slingbox but i need to know if I need to get wifi in order to receive tv from my slingbox.

first you need to hook up the slingbox to your network.. then you need an internet connection on your ipod touch to connect to said slingbox.. so yes you do need wifi to use it on your ipod touch.
